   2020 年 12 月,国家卫生健康委员会印发《三级综合医院评审标准(2020 年版)》,将护理专业 质控指标纳入到三级综合医院等级评审的日常质量监测内容,充分体现了护理工作的专业价值和重 要性,引导医疗机构重视日常护理质量监测,推动护理质量评价由主观定性向客观定量管理模式的 转变。2021 年起,国家卫生健康委员会连续两年发布国家医疗质量安全改进目标,对推动医疗机构 以目标管理为导向,以改进具体问题为切入点,系统改进工作,提升医疗质量安全管理科学化和精 细化水平具有重要意义。
   为帮助各级卫生健康行政部门及医疗机构管理者和护理人员运用质控指标,了解区域内医疗机 构护理服务质量的情况,并以此为驱动力引导护理质量进行系统改善和持续改进。国家护理专业质 控中心基于国家护理质量数据平台填报数据进行了系统分析,形成了《2021 年国家医疗服务与质量 安全报告——护理专业分册》(简称《护理专业分册》)。
