  质量的概念有广义和狭义之分。广义的质量概念是相对于全面质量管理阶段而形成的,是指产品或服务满足用户需要的程度,这是一个动态的概念。它不仅包括有形的产品,还包括无形的服务,不再是与标准对比,而是用活的用户的要求去衡量。它不仅指结果的质量——产品质量,而且包括过程质量——工序质量和工作质量。狭义的质量概念是相对于产品质量检验阶段而形成的,是指产品与特定技术标准符合的程度。这是一个静止的概念,是指活动或过程的结果——产品的特性与固定的、死的质量标准是否相符合及符合的程度。据此可将产品划分为合格品与不合格品或者一、二、三等品。
根据我国国家标准《质量管理体系基础和术语》(GB/T l9000——2000),质量的定义是“一组固有特性满足要求的程度”,即“一组固有的可区分的特征满足明示的、通常隐含的或必须履行的需求或期望的程度”。定义中指出的“通常隐含”是指组织(职责、权限和相互关系得到安排的一组人员及设施)、接受一组将输入转化为输出的相互关联或相互作用的活动的结果的组织或个人、其他与组织的业绩或成就有利益关系的个人或团体的惯例或一般做法,所考虑的需求或期望是不言而喻的。
对质量的定义,可以从以下几方面去理解。
(1)质量不仅是指产品质量,也可以是某项活动或过程的工作质量,还可以是质量管理体系运行的质量。质量是由一组固有特性组成,这些固有特性是指满足顾客和其他相关方的要求的特性,并由其满足要求的程度加以表征。
