  2015年9月,国务院办公厅颁布了《关于推进分级诊疗制度建设的指导意见》。意见指出,到2020年将在全国全面确立“基层首诊,双向转诊,急慢分诊,上下联动”的分级诊疗模式。这项政策的出台,是解决各级医疗机构资源利用与配置极不均衡、患者负担与医保资金负荷日益加重的一剂良方。然而,这项政策要顺利实施,夯实基层医疗质量是前提,全国90多万个基层医疗卫生服务机构,需要大批合格的全科医生,才能有效、科学、合理地推行分级诊疗。
  全科医生在基层承担预防保健、常见病与多发病诊疗和转诊、病人康复和慢性病管理、健康管理等一体化服务,被称为居民健康的“守门人”。然而,多年来我国基层医疗卫生人才队伍建设相对滞后,合格的社区全科医生数量严重不足,制约了基层医疗卫生服务水平的提高。因此,建立全科医生培养制度是提高基层医疗卫生服务水平的客观要求。
