电梯作为现代生活中人们常见的代步工具,已经成为人民群众日常生活的重要基础设施,直接关系人民群众的生命安全和生活质量,其社会关注度越来越高,其数量及安全状况也正在成为世界多国城市建设及管理水平的标志性指标。我国是电梯生产和使用大国,据统计,2002年我国电梯拥有量仅为34.6万台,到2017年底已达562.7万台,15年间增长了16倍多,且年增长率一直保持在20%左右,目前我国电梯保有量、年产量、年增量均为世界*。由于电梯在生产和社会生活中的重要作用和其本身所具有的风险,我国自上世纪八十年代中叶就开始对电梯实行安全监察制度,以保障电梯安全运行,减少事故发生。通过多年努力,电梯的安全水平不断得到提升,电梯事故得到了有效控制,万台事故率呈稳中有降趋势。然而,近年来发生的若干起社会重大影响的电梯事故表明,电梯安全风险依然存在,电梯事故隐患仍需加强整改与治理,因此要认真分析事故原因,总结经验教训,不断提升设备本质安全,提高安全管理能力,满足人民日益增长的安全、便利和舒适的出行需求。电梯被列为特种设备,依照《中华人民共和国特种设备安全法》实施监督管理。目前行业主管理部门对电梯安全管理与作业人员实施从业资格培训考核工作,颁布考核大纲。其中,电梯安全管理人员是指使用单位从事电梯安全管理的专职。电梯作业人员是电梯使用单位从事电梯操作的电梯司机和电梯安装改造维修单位从事电梯安装维修的人员。教材按照国家质检总局颁布实施的《电梯安全管理人员和作业人员考核大纲》规定内容编著。基本包括电梯基础知识、电梯专业知识、电梯安全管理与安全知识以及电梯的法规知识等。教材依据及引用的国家标准和安全技术规范均为2019年现行标准和规范。教材适用于电梯安全管理人员和电梯司机的培训,部分内容适用于电梯安装维修人员、维护保养人员的培训,也适用于电梯使用单位的安全教育和人员的知识更新。
作者简介
