该书以国家《建设工程监理规范》(GB/T 50319—2013)为主线，结合武汉地区监理行业的实际情况编写，理论体系完整、实务操作清晰。既适用于非国家注册人员从事监理工作的业务培训，也可作为建设工程管理人员的工作参考书和大专院校相关专业的教学参考书。紧随其后，本行业协会将继续组织编写并出版与之配套的继续教育用书《建设工程监理业务指南——卓越履职》，全面拓展和更新建设工程监理从业人员的业务知识和履职技能。
本书由汪成庆担任主编，蔡清明担任副主编。在编写过程中参考了《土木工程监理》(何亚伯主编)和《武汉地区建设工程监理履职工作标准》(武汉建设监理与咨询行业协会编制)，下列人员承担了相关部分的编写工作。

建设工程监理制度自1988年在我国试点到1996年全面推开以来，对于实现建设工程质量、进度、投资控制目标和加强建设工程安全生产管理发挥了重要且不可替代的作用。随着我国各领域全面深化改革的不断推进和工程监理向全过程工程咨询的不断拓展，在工程投资咨询、勘察、设计、保修等阶段为建设单位提供的相关服务也越来越多。住房和城乡建设部、国家质量监督检验检疫总局联合发布了《建设工程监理规范》(GB/T 50319—2013)，为建设工程监理提供了重要依据；武汉市城建委出台了《关于进一步加强建设工程监理管理的若干规定》(武城建规〔2016〕4号)；为此，武汉地区建设监理协会也发布了《武汉地区建设工程监理履职工作标准》，进而即将出台武汉监理工作地方标准。这一系列文件、规范、标准的出台，对进一步规范建设工程监理与相关服务行为，提高服务水平起着重要的指导作用。
“监理”的字面含义十分丰富。“监”在中国古代汉语中作为名词使用时，表示可以照影的明亮铜镜，而作为动词使用时，则含有对镜审视察看之意。“理”字通常是指规律、条理、准则，也有修正、雕琢的意思。故“监理”也就有通过视察、检查、评定，对不规范行为进行修正、雕琢或纠偏，以使行为规范的意思。所谓监理，通常是指依据有关法律、法规、规范和标准等行为准则，对被监理者的某些行为进行监督管理，使这些行为符合相关准则的要求，并协助行为主体实现其行为目的。
由此可见，监理活动的实现，需要具备一些基本条件，即应当有明确的监理“执行者”，它是监理的组织；应当有明确的行为“准则”，它是监理工作的依据；应当有明确的被监理的“行为”和被监理的“行为主体”，它是被监理的对象；应当有明确的监理目的和行之有效的思想、理论、方法和手段。
