2018年底国家统计局资料显示,我国60周岁以上的老年人口已经达到2.49亿人,占总人口的17.9%;65周岁及以上人口达1.67亿人,占总人口的11.9%。由于我国人口基数大,老年人口增长速度快,中国已成为世界上老年人口多的国家。我国用20~30年的时间达到了发达国家100多年才形成的老龄化社会,即在“未富先老”的情况下进入了老龄社会。目前存在老年人收入水平低、医疗负担重、抵御风险能力弱等问题,老年人护理照料的需求增长明显,但照料服务资源短缺,绝大多数老年人需要在家养老,居家养老成为我国养老的主要选择。

由于慢性疾病、生活自理障碍、认知功能减退和心理变化,老年人的健康与生活受到影响,且因自身控制环境的能力下降,成为健康脆弱、需要照料的群体。我国至今还没有以“养老护理员专业化程度”的视角来探讨居家养老问题。居家养老的服务有其本身的专业理论、操作技能、质量标准等要求,需要通过居家养老服务的专业化,提高居家养老的服务品质,用制度来规范居家养老的理论知识、操作技能、培训考核、持证上岗、质量控制、行业监管等。标准化、规范化和专业化服务是居家养老的未来发展方向和社会发展的必然要求。
