2007年随着全国社会工作试点工作推进,李嘉诚基金会“人间有情”全国宁养医疗服务计划(简称“宁养项目”)开始引入宁养社会工作服务,2008年开始将宁养社会工作者专职化、专业化发展。在宁养社会工作服务开展的近15年间,宁养项目办公室多批次组织了宁养社会工作者同医生、护士一道赴台湾及香港等安宁疗护较先进地区参访、学习,同时也邀请我国港台地区及海外安宁疗护社会工作服务领域专家给予传道授业解惑,通过走出去与引进来相结合的方式提升宁养社会工作者的专业素质和能力,使宁养服务理念保持与国际接轨,努力提升宁养社会工作服务质量,形成了《宁养社会工作服务手册》及《宁养义工服务手册》,用以指导宁养社会工作者按照规范和标准开展服务,并根据实践指导不断发展完善。
  2017年国家卫生和计划生育委员会颁发了《安宁疗护实践指南(试行)》(国卫办医发[2017]5号)、《关于印发安宁疗护中心基本标准(试行)和安宁疗护中心管理规范(试行)》(国卫医发[2017]7号),宁养服务从此开始正式进入国家医疗卫生及应对老龄化的国家战略,并迅速发展。宁养社会工作服务作为安宁疗护人文关怀服务的重要内容之一,如何更好地帮助临终者善终、家属善别、公众善生是其中一个重要议题。
