GB7258-2017《机动车运行安全技术条件》是强制性国家标准,是对GB7258-2012的修订,适用于在我国道路上行驶的所有机动车,但不包括有轨电车及并非为在道路上行驶和使用而设计和制造、主要用于封闭道路和场所作业施工的轮式专用机械车。
  GB7258-2017于2017年9月29日由国家质量监督检验检疫总局和国家标准化管理委员会以《中华人民共和国国家标准公告2017年第23号》发布,自2018年1月1日起实施。为使该标准的使用者能够正确地理解、执行该标准,根据公安部交通管理局的要求,公安部道路交通管理标准化技术委员会和公安部交通管理科学研究所组织人员编写了《国家标准GB?7258-2017条文释义》。
  GB7258-2012自2012年9月1日起实施以来,在加强机动车运行安全管理、提高机动车运行安全水平等方面起到了积极的作用。但是,从近几年重特大道路交通事故暴露出的问题来看,GB7258-2012仍然不适应新形势发展需要,一是公路客车和旅游客车的安全技术要求仍偏低,公交车的防火安全性和乘员逃生便捷性的要求不足;二是重中型载货汽车、危险货物运输车辆的安全配置偏低,半挂汽车列车的主挂车制动不匹配;三是对新能源汽车、旅居车辆等新兴车辆的安全技术要求缺失。另外,与GB7258相关的车辆外廓尺寸、客车结构安全要求、电动自行车等标准正在或已经修订,需要协调,有必要对标准进行整体修订。为此,国家标准化管理委员会将GB7258-2012制修订项目列入了2014年第二批国家标准制修订计划。
