乔杰,女,汉族,教授。中国工程院院士,北京大学医学部常务副主任,北京大学第三医院院长。现任国家妇产疾病临床医学研究中心主任,国家产科专业医疗质量控制中心主任,中国女医师协会会长,中华预防医学会副会长,中国医师协会生殖医学专业委员会主任委员,《Human Reproduction Update中文版》主编、《BMJ Quality Safety中文版》主编等。

前言

医疗质量与安全是医疗机构生存和发展的生命线,是国民健康的重要保障。2016年,中共中央、国务院提出了健康中国战略,将持续提升医疗质量与安全水平列为重要内容,强调推动医疗卫生服务体系从规模扩张的粗放型发展转变为以质量效益提升和结构调整为主的内涵集约式发展。国家卫生健康委先后颁布了《医疗质量管理办法》《医疗质量安全核心制度要点》等一系列重要文件,我国医疗质量安全管理工作进入法制化、规范化的新时代。

如何将国家层面的制度细化并且融入工作制度和患者安全文化中,使得其切实落地执行,是需要每个医疗机构管理者思考的问题。在医疗质量管理过程中,有效的培训体系、具有实操性的培训内容是重要的工作基础。而完善的医疗质量培训也不应只局限于医师的诊疗能力和技术应用,更应包含医疗管理制度、工作流程,以及质量控制的理念和方法。鉴于此,北京大学第三医院结合医疗质量管理和临床工作实际需要,设计、打造了针对临床一线医护人员和医疗管理部门初级管理者的系列培训讲座——“医务讲堂”。

为将规章制度和管理理念有效传递给一线临床工作者和初级管理者,我们从培训主题、培训师资、培训内容以及培训方式等多方面深入研讨,终制订了较为完善的SOP(标准操作规程,standard operation procedure)培训流程。培训邀请具有丰富经验的医疗管理者和临床一线医护人员担任讲者,分别从不同角度对制度制订的初衷、涉及的工作流程、如何有效执行,以及怎样进行质量控制进行解读。同时,为了更好地了解培训对象在工作中存在的知识盲点、执行缺陷问题,以及工作疑问,设计了培训前基线调研环节,由讲者根据调研结果并结合循证医学证据和实际工作经验有针对性地制作培训课件,从而将培训对象需要了解的内容集中呈现在培训中。

在院科两级培训体系的支撑下,“医务讲堂”迅速普及至一线工作者,并因其内容紧贴实际工作需要、具有良好的实操性而获得较为广泛的好评。在此,我们将2019年4月至2020年5月期间推出的五期讲座内容整理成册,与大家分享,并期待在分享的过程中能够得到更多的建议,以进一步优化和完善培训内容与方式。
