前  言
党中央、国务院高度重视人民群众健康。2016 年8 月,习近平总书记在全国卫生与健康大会上强调,要把人民健康放在优先发展的战略地位,树立大卫生、大健康的观念,将健康融入所有政策,全面建立健康影响评价评估制度。2016 年10 月,中共中央、国务院印发并实施《“健康中国2030”规划纲要》,要求“全面建立健康影响评价评估制度,系统评估各项经济社会发展规划和政策、重大工程项目对健康的影响,健全监督机制。”2019 年12 月,第十三届全国人民代表大会常务委员会第十五次会议通过的《中华人民共和国基本医疗卫生与健康促进法》(简称《基本医疗卫生与健康促进法》)规定:“各级人民政府应当把人民健康放在优先发展的战略地位,将健康理念融入各项政策。”“建立健康影响评估制度,将公民主要健康指标改善情况纳入政府目标责任考核。”
为贯彻落实全面建立健康影响评估制度,2017 年国家卫生和计划生育委员会牵头开展健康影响评价方法和路径专题研究和县级层面试点工作,随后湖北宜昌、浙江杭州、浙江省等相继在地市级层面探索试点,2021 年7 月,全国爱国卫生运动委员会办公室(简称“全国爱卫办”)、健康中国行动推进委员会办公室(简称“健康中国行动推进办”)在全国开展健康影响评估制度建设试点工作。中国健康教育中心作为试点工作管理办公室,在充分调研和总结全国各地区试点工作的基础上,组织国内相关领域的专家、学者共同编写了《健康影响评价典型经验汇编》一书。
