作者简介

徐彩红,副研究员,毕业于北京大学医学部,现任中国疾控中心结控中心综合业务部主任,中国防痨协会结核病控制分会副秘书长。从事结核病防治工作14年,具备丰富的结核病防治和项目课题申请实施经验。主要研究领域为结核病政策研究、耐多药结核病防治、结核病潜伏感染者干预、结核病经济负担调查、结核病新疫苗和新技术等。
先后主持和参与10余项国内外项目课题研究,国际项目课题包括中国全球基金结核病项目、中盖结核病医防合

前  言
结核病是严重危害人民群众健康的慢性传染病,是全球重大公共卫生问题之一。据估算,全球约有1/4 的人感染了结核分枝杆菌,每年新发结核病患者数约1 000 万。我国是全球结核病高负担国家之一,肺结核报告发病数位居甲乙类传染病第二位,同时我国也是全球结核潜伏感染负担重的国家之一,结核病防治形势严峻。
在过去的半个多世纪,预防结核病的主要措施是通过早期发现和治疗结核病患者以减少其在人群中的传播。其次是新生儿卡介苗接种,但卡介苗的保护作用主要体现在减少儿童发生结核性脑膜炎和血型播散性肺结核等重症结核病,其对成人的保护作用和效率在不同人群中差异较大。
随着终结结核病流行策略的提出,结核病防治逐步将关口前移,在关注积极发现和治疗结核病患者的同时,也关注对结核分枝杆菌潜伏感染者进行预防性治疗,从而减少发病人数。对结核分枝杆菌潜伏感染者进行预防性治疗是终结结核病流行策略的关键措施之一,也是在具有良好保护效果疫苗问世之前降低结核病发病率不得不采取的手段,同时也是实现终结结核病流行目标和如期完成联合国结核病高级别会议目标的必要措施和重要行动。
