在"健康中国"战略思想指引下，中国康复医学事业日益蓬勃发展。为顺应时代发展，中国康复医学会从2023年开始启动《中国康复医学年鉴》（以下简称《年鉴》）编纂工作。《年鉴》旨在全面、系统、客观、准确地记录和反映中国康复医学年度理论研究、康复实践、科技创新、发展成果等重大进展和重要事件，为康复医学科技工作者提供丰富科学资料，为政府有关部门政策制定提供决策依据，为康复医学历史发展提供传承与借鉴，为康复医学科学发展提供有力支撑。
《年鉴》作为"集万卷于一册、缩一年为一瞬"的史籍性文献，编纂工作遵循如下原则：一是坚持政治严肃性。《年鉴》全部内容要符合党和国家的路线、方针、政策精神，坚守意识形态阵地，遵守政治纪律。二是坚持真实科学性。采用资料内容详实可靠，真正反映事物的真实，保证全部资料和数据准确无误，经得起历史的检验。三是坚持全面系统性。本《年鉴》是我国唯一一部反映中国康复医学建设与发展的史料性工具书，内容力求全面系统，同时应突出重点，特别是我国康复医学发展与建设成果以及政府政策应重点体现。四是坚持质量原则性。《年鉴》编纂工作坚持高标准、质量至上原则，坚持精品意识，一丝不苟，精益求精，确保辑录内容的权威性和实用性。
